Probably not. The operation is essentially a 100% success, and the operation is very simple. Undescended testicles are some important issues - including fertility. But great is testicular cancer. There they remain cancer. In this sense, the fastest and safest solution is certainly better.

There are several published studies increased with testicular hormone therapy in 5-50% of cases.
Surgery is by far the most common treatment and has a better success rate.
However, if they are not interested in surgery, maybe you could talk to your doctor about hormone therapy to try and then if it fails, go to the operation.
